If the medical supplier from whom the wheel chair was bought in the first place can not replace the wheel chair part, the supplier should be able to tell where a replacement part can be purchased. If this proves to be an impossible request, the internet is now the best back-up source. When investigating sources online for wheel chair parts, be sure to check that they're reputable companies and parts; just as it's vital that the part be replaced, it's also vital that the part be replaced with a certified, safe replacement part.
